Wow. That is a surveillance stunt being addressed as a safety concern. The government and tech companies want more biometric data, to have you plugged into a computer. That sure sounds like the premise of a smart city (c40). In order to use a computer, to go to work, school, travel and buy goods we need your data. If you log in to any social media, half the sites out there are using plugins that allow your visit to that site to be tracked by the social media company. Facebook powered comments on news sites are particularly creepy but so are disqus and other distributed comment services.
Third party cookies attach to your browser at every opportunity from thousands of tracking services. Logging into any major service will get your IP at the time logged, and they'll bundle up the timestamp and IP and sell it to anyone so they can ID you across sites. Think a VPN will help? Do you actually trust the VPN company?
