Why didn’t he suggest digital fingerprint requirements in order to vote? Or even water marked ballots with only enough ballots printed to match the actual number of registered voters? Or just a simple voter ID requirement?

Wow. That is a surveillance stunt being addressed as a safety concern. The government and tech companies want more biometric data, to have you plugged into a computer. That sure sounds like the premise of a smart city (c40). In order to use a computer, to go to work, school, travel and buy goods we need your data. If you have not bought into the total control, this is a good way to dole out a consequence.
Think of how 9/11 was an inside job to justify The Patriot Act and a never-ending emergency state that Obama ramped up with the even more unconstitutional NDAA: all of this was and continues to be total reality inversion; in other words, every time "your safety" is invoked and amplified in ever more draconian bullshit "laws" what it really means is the Marxist state owns you that much more.
The biggest terror threat is that entity perpetually fear-mongering "for your safety." Think: DEATHVAX™.

Unless you take extraordinary steps, they already have more than enough information to track you across sites. If you log in to any social media, half the sites out there are using plugins that allow your visit to that site to be tracked by the social media company. Facebook powered comments on news sites are particularly creepy but so are disqus and other distributed comment services.
Third party cookies attach to your browser at every opportunity from thousands of tracking services. Logging into any major service will get your IP at the time logged, and they'll bundle up the timestamp and IP and sell it to anyone so they can ID you across sites. Think a VPN will help? Do you actually trust the VPN company?

I cleared the website data on my laptop (not just history), went to one retail website and checked the website data after. 15 or 20 entities showed up - including g0-0g!e and tik tok. Neither of which I voluntarily go near.

Yes, Pentagram is working on something called the zero trust policy, which will require us to use digital ID to access the internet by 2024. Obama, at least going back as far as he became nationally known, has never been the person whom he likes to show the public. He is well spoken, shows humor, but his word has no value, too often no connection between words and truth. In office he was often dishonest, easily made promises, then acted opposite. Almost immediately after elected it became obvious that he was not the man people thought him to be, e.g., “We don’t look backwards, we look forward”. (Our International crimes will not be punished). In office he continued to commit multiple International war crimes, say one thing publically and quietly do the opposite, e.g., promise openness but make deals secretly, etc. “Two-Faced” fits well.
