I've read three of Harari's books, Homo Deus, Sapiens, and 21 Lessons for the 21st Century. I finished 21 Lessons right about the time COVID made its appearance into our daily lives.
As discussion of digital IDs, digital currency, vaccine passports, and novel vaccine technology became a daily thing, it was clear where Harari stood in all of this. While I am impressed with the breadth of Harari's knowledge, his abilities as a writer, and his academic credentials, your "technofascist futurist" characterization is right on the money.
In summary, his vision of humanity's future is frightening.
