They won't even TRY to get an exemption. (speaking from experience with my own family members here) The excuse of "I had to because responsibilities" is disingenuous. What? Are they unable to try to get an exemption, and failing that to TRY to find other work, and failing that to cut WAY down on all the superfluous expenses that they perceive as necessities. I do know people that chose that road. They refused to be used as laboratory mice. I often say, "pay now, or pay later." The latter payment is always worse than the early one. Always. Allegedly. In my opinion.
