I got a BIG piece of plywood- drew a big vaccine shot on it, hubby cut it out with a jigsaw- I painted it and put a big red slash through it and painted the words DO NOT COMPLY! Ie compare the scenarios and see where the patterns are? Im strategically guessing that there will be strong similarities, in particular, in the "future" predictions for each scenario. And it will indicate where they will be heading, especially when you compare the government/stakeholder spendings.
