For many thousands of years it has been like this. There are only a few short periods that I know of (in European history) where there was peace and people were happy. The one I remember best from history is Maria Theresia of Austria. Seems like all of her lands were happy then. Another one was Burgundy. But of course, I only know what we learned in school. Might be bent to the country I was in.
