If every person acted on their own it would have to be all at once, which might be possible, they would have a harder time dealing with that approach, but there would have to be some kind of signal. They would not know who or when and from where. For a large group or groups to act they would be seen right away. Large groups would have to unarmed or they would be fired on right away. That could work if they came together the way truckers did, the group growing fast on the way possibly I wish I knew for sure. So many have no way of leaving the country to hide it out as I'm sure there are many who if they could they would. So the options are few other than the population standing up to the tyrants all at once. I guess that would be the best way to deal with them.
