I am not an expert on autism or body movement interpreter - expert in anxiety, PTSD, and complicated bereavement plus wrote a paper on schizophrenia and experiments on priming for anxiety inducing images BUT

Flailing arms is an unusual expression of pure anxiety or autism.

1. It could be a leak of his anxiety over his having to repeat the lying statements he’s been rehearsed to say.

2. He is leaking/telling that he’s coming up with a lie when attempting to explain his plans.

3. Could be a leak/tell of his excitement over the back story to his plans ‘now we’ll get attention for the next one’ Flailing arms then smiling.
