Yes the voluntary nature of the federal income tax is that it is voluntary for you to work for the federal government and thus receive federal income. For the rest of us who work in the non-federal private sector, we are exercising a right that cannot be taxed by the indirect excise federal income tax. If you work in the private sector and have received an information returned such as a W-2 or 1099, if you fail to rebut it properly, you are presumed in the eyes of the law as having engaged in excise taxable activity. More than likely your payer will have stolen some of your money and given it to the federal government. Failure to properly rebut the fraudulent information returns (as a matter of law all information returns issued by private sector payroll departments are fraudulent) nullifies your ability to recover those funds and put you at risk of penalties for failure to file. But you are on the hook if you allow some payer to libel you with a W-2 or 1099.
