By now any individual with a bit of attention and logic would know that "requirements" are not "the law" and would be able very easy to overcome the unlawful internal policies of some commercial establishment called themselves "universities". I am sure America's constitution has got the right articles for the matter. If not enough there are a few international ones:

1. The Nuremberg Code (1946)

2. Geneva Convention

3. UNESCO (2005) Universal Declaration on Bioethics & Human Rights

If none of the man made laws work to protect the man's body than the only way left for people is to stop to treat the body as theirs own and realise that the body that people currently use is not theirs but, is the Creator's property. To do anything with the body is only allowed to the Creator himself, or with his permission. If anyone "mandate" anything to do with the body - ask the one who does mandate "Are you the Creator or Do you have the Creator's permission?" - If Not - Just say "No" and walk away. Let the Creator to decide the consequences.
