The IRS conspires with employers to get new employees to sign a W-4 form even though salaries are not subject to income tax, because salary is paid for work performed. The IRS knew that, and were surprised when people paid income tax on their salary the first year when people filed their 1040 which was in 1914. But the IRS didn't tell the people that they didn't have to pay income on their salary. So that is why I suspect that people are still filing a 1040 to this very day.
