It's clear to many people in the UK that 'Stop the Oil' protests are sanctioned by the Govt. precisely to create the trojan horse legislation and provide *some* cover for self destructive net-zero actions.
The real goal is to quash through legal means the upcoming mother of all protests - when they announce to the normies their plan to introduce the Chinese style social and environmental credit score nightmare.
Sunak/WEF aren't exploiting the moronic climate protesters, they are organizing the protests (by children of the "elite") to make the extra police powers seem an appealing solution.
They create the problem and just happen to have a solution ready to go, that just happens to further their globalist goals.
