A simple reading and enforcement of the Constitution would necessitate the elimination of most all federal alphabet agencies. Insurance companies don’t investigate or enforce. They just raise their rates. But just as the individual states enforce state laws on interstate highways, they could do the same with rail lines passing through their state.
